What happens if you use Bend will on Miraak?
Travel through the different ‘Chapters’ of the book and at last you will come upon Miraak’s Serpentine Dragon. Use the Bend Will Shout on the Dragon to make it land and ride it. When his health is depleted, he will Become ethereal and summon one of three dragons circling overhead.
How long does become ethereal last?

The Fate of the Skaal is a quest in The Elder Scrolls V: Dragonborn. In order to help the Skaal and free them from the hypnotic state they are under, the Dragonborn must learn the Word of Power for the Bend Will shout so it can be used on the Wind Stone to break the hold on the people.
Does Bend will work on Draugr?
Draugrs aren’t NPCs or creatures, they are animated inanimate objects lacking any will, so it’s not surprising they cannot be controlled by the Bend Will shout.
What drops Miraak?
Hermaeus Mora then transfers his status to the Last Dragonborn. The Dragonborn then absorbs Miraak’s soul, which yields between five and ten dragon souls, plus any that Miraak may have stolen.
Does Miraak steal every soul?
Yes. Miraak steals the souls of dragons when you kill them, all but a few. Until you kill him, you’ll only get roughly 10% of all the dragon souls you collect. Additionally, as per the comments, when you kill Miraak you get all of the souls back, which in all honesty, I find can be quite ridiculous.

Can Miraak be saved?
No, there is simply no way to finish the quest without killing Miraak. Furthermore, there is no way to kill Hermaeus Mora (in the base game/DLC, at least).
Can you cast spells while ethereal Skyrim?

Storn is killed by Hermaeus Mora After speaking to Hermaeus Mora, the Daedric Prince will say that he will trade the last word of the Bend Will shout in exchange for the secrets of the Skaal. Storn dies in the process, and the villagers gather around his body to mourn his sacrifice.
